Health care mandate subject of Metairie 'freedom rally' | NOLA.com

The federal health care mandate is the target of a Metairie "freedom rally" planned Oct. 20, part of the national Stand Up for Religious Freedom movement. It will be held from noon to 1 p.m. in Veterans Square, in the Veterans Memorial Boulevard median just west of Causeway Boulevard, organizer William Graham of Metairie said.

"The Obama administration's mandate ... forces all employers, regardless of religious or moral convictions, to provide abortion-inducing drugs through their health plans," Graham said.

"Religious freedom is essential to a free society. Institutions and private businesses should not violate their consciences by complying with Obamacare."

Call them words of war between hunters and wildlife activists: Starting Jan. 1, California's Department of Fish and Game will become Department of Fish and Wildlife.

The change, hunters say, reflects a move away from traditional hunting and fishing values and is part of a bigger push by the Humane Society of the United States to eliminate hunting across the nation.

Environmentalists and animal activists say it reflects a move to manage all wildlife in the state, not just "game" for hunters.

California's change will leave just 12 states using "game" in the name of the agency overseeing wildlife, according to the Association of Fish and Wildlife Agencies. (Those are: Alaska, Arizona, Arkansas, Idaho, Nebraska, New Hampshire, New Mexico, North Dakota, Pennsylvania, South Dakota, Virginia and Wyoming.)

Eighteen states use "wildlife," while the others use "natural resources" or "conservation."

Moreover, data from?the association and the National Conference of State Legislatures indicates the shift away from "game" is accelerating, the Associated Press reported.

California's change was made in state legislation signed into law by Gov. Jerry Brown last week.?The bill was one of six signed by Brown that the Humane Society championed as?"reinforcing California?s standing as a national leader in animal protection."

The change was made "to accurately reflect the state agency's broader mission," bill sponsor?Sen. Jared Huffman,?a Democrat who previously was an attorney for the Natural Resources Defense Council, said in a statement.?

Huffman said the proposed name change came from a majority on the 51-seat advisory panel convened to discuss the department's strategic vision.

The Humane Society, which was on the panel, said the change reflects a department "representing an ever-expanding constituency."

It ranges "from hunters to people who head into the woods to hike and watch wildlife," Casey Pheiffer, wildlife policy director for the group, told NBC News.?"Wildlife face so many threats, from poaching to habitat loss, and the agency harnessing the support of all Californians ? not just one constituency???is so important moving forward."

But some hunting groups opposed the change and were vocal about it.

"Generally, that means a shift toward butterflies, endangered species and other stuff like that," Mike Faw, spokesman for the U.S. Sportsmen's Alliance, told the Associated Press.

The California Outdoor Heritage Alliance?was also opposed, and said its partners were vastly outnumbered on the department's strategic vision advisory panel.

Earlier the group had been telling supporters that the Humane Society "will attack hunting in California first, taking it one species at a time, until all types of hunting are eliminated ? then take their forces to other states."

That group cited another bill signed by Brown last week as a case in point. It outlaws the use of dogs to hunt bears and bobcats in the state, making it "easily the most severe anti-hunting legislation ever passed into California law," the group stated.

The law, it added, "sets precedent placing the hunting of pigs, deer, pheasants, quail, ducks and other species with dogs in serious jeopardy."

The Humane Society does oppose hunting in principle but Pheiffer said it was not on a campaign to ban it nationwide. "Absolutely not," said Pheiffer. "The threat to hunting comes from extreme groups ... ?You can?t just shut your eyes and ignore the fact that 99 percent of Californians don?t hunt and then just decide that their values are negligible."

NASA building a better solid rocket booster for Space Launch System rocket

ScienceDaily (Oct. 2, 2012) ? The largest and most powerful solid rocket booster ever built for flight is being assembled for NASA's Space Launch System at ATK Space Systems in Brigham City, Utah, incorporating new cost-savings measures. The SLS will launch NASA's Orion spacecraft and other payloads beyond low Earth orbit, and provide an entirely new capability for human exploration.

Although similar to the solid rocket boosters that helped power the space shuttle to orbit, the five-segment SLS boosters include several upgrades and improvements implemented by NASA and ATK engineers. In addition, the SLS boosters will be built more affordably and efficiently than shuttle boosters, incorporating new and innovative processes and technologies.

"America's next steps in deep space exploration build on the lessons learned from our nation's rich human spaceflight history. By using the best-of-the-best from shuttle and improving on previous investments, we will produce the needed solid booster for the first SLS flights," said Dan Dumbacher, NASA's deputy associate administrator for Exploration Systems Development at NASA's headquarters in Washington, D.C. "We are encouraged by the progress being made at ATK. Their commitment to deliver a safe and high-quality rocket booster is vital as we build SLS to enable exploration to new frontiers in the solar system."

New process improvements have been implemented throughout the manufacturing of Qualification Motor-1, the next full-scale test article for SLS booster. Four case segments have now been cast, and the motor will begin assembly in the test stand next month in preparation for a ground test in the spring of 2013.

Implementing new handling processes, ATK estimates the total assembly time for the SLS booster can be reduced by approximately 46 percent overall. In one area, ATK optimized inspection methods and replaced x-ray inspections with an ultrasonic examination of the booster's nozzle, allowing technicians to evaluate the hardware on the production floor. In another, ATK reduced the number of moves from 47 to seven during one phase of booster assembly, reducing the chance of any damage in transit and greatly reducing the time it takes to complete that production process.

"By improving upon proven Space Shuttle solid rocket motor hardware and operations, our shared goal is to deliver a safe, affordable and sustainable launch vehicle," said Alex Priskos, SLS booster manager at NASA's Marshall Space Flight Center in Huntsville, Ala. "We are embracing innovation both technically and in our management processes as we design and build SLS. Through the use of new streamlined approaches and techniques we have been able to drive down costs and enhance the reliability of the hardware."

The booster team has successfully completed its Booster Requirements Review confirming the five-segment solid rocket motor had a well-understood set of requirements. The review, held at NASA's Marshall Space Flight Center, included independent consultants and determined the team is ready to proceed to a Preliminary Design Review in 2013.

The initial 70-metric-ton (77 ton) configuration of the SLS will provide 10 percent more thrust than the Saturn V rocket at liftoff. The rocket's first stage will be powered by four RS-25 former space shuttle main engines flanked by two five-segment solid rocket boosters. The SLS solid rocket boosters will generate a combined 7.2 million pounds of thrust to help power the massive rocket off the launch pad.

The Marshall Center manages the SLS Program for the agency and is working closely with our partners at the Orion program office managed by NASA's Johnson Space Flight Center in Houston and the Ground Systems Development and Operations Program, which manage the operations and launch facilities at NASA's Kennedy Space Center in Florida.

"Showrooming" threat under control: U.S. retail CFO survey

(Reuters) - Finance chiefs at dozens of U.S. retailers think their companies have so-called showrooming - the phenomenon of shoppers using brick-and-mortar stores to check out merchandise but then buy it online - under control, according to a poll released Tuesday.

What CFOs are more concerned about is how consumer confidence may be affected by next month's presidential election, according to an annual poll by BDO USA, the assurance, tax and financial consulting firm.

An overwhelming majority of chief financial officers surveyed, 88 percent, said that they are not concerned about showrooming. The practice has become a larger issue as more shoppers use their smartphones and tablets while in stores to check competitors' prices and even make purchases.

Showrooming has had a major impact on consumer electronics, with chains such as Best Buy Co Inc stung by shoppers visiting stores just to look over merchandise rather than buy. Several chains have stepped up efforts to stock exclusive items or sell goods with unique codes to help mitigate the practice.

"Showrooming is not a fad or something that is just cool to do for the moment and will pass," said Stephen Wyss, partner in the Retail and Consumer Products Practice at BDO USA. "I think it's a real indicator of consumer behavior, and how consumers are going to continue to behave, using technology, to maximize their savings and the efficiency of their shopping."

But retailers surveyed by BDO appeared to be fairly confident that their strategies will offset the impact of showrooming, Wyss said.

One-quarter of CFOs said that their primary strategy to counter showrooming is improving customer service. Another 25 percent said they are expanding options for in-store pickups and returns, 17 percent are using exclusive goods, and another 17 percent are working on matching prices with online retailers.

"Retailers are focusing on that customer experience and customer service aspect that many consumers will value, the key is how much will consumers value it over a bottom line price," he said.

One area of focus is to continue to improve mobile shopping, with 77 percent maintaining their investments in mobile commerce for the upcoming holiday season, while 19 percent plan to increase their spending, BDO said.

Retail CFOs anticipate that online sales will rise 5.9 percent this year, while they predict total sales will rise 4.5 percent and sales in comparable stores will rise 4.1 percent, according to BDO.

Online sales during the holiday season, traditionally the biggest quarter of the year for retailers, are expected to rise just 4.6 percent, according to the survey.

"I do think that the holiday season expectations on the online side are tempered, along with brick and mortar, with where is consumer confidence going to be and how the election is going to impact that," said Wyss.

Separately, the National Retail Federation said on Tuesday that it expects U.S. holiday season sales to rise 4.1 percent, slower than in the prior two years, weighed down by mixed economic data and political uncertainty.

The sixth annual BDO Retail Compass Survey of CFOs was conducted in August and September.

Report: iPad Mini Press Event Invitations Going Out October 10

Fortune's Phillip Elmer-Dewitt is reporting that a source has told him invites for the iPad mini press event will go out October 10. The information comes from a "major Apple investor" who says he's heard it from "multiple sources." GREENSBORO, N.C. ? Luke Heinsohn ran for 146 yards and three touchdowns in Washington and Lee University?s 42-21 win at Guilford College Saturday in the Old Dominion Athletic Conference (ODAC) football opener for both teams. The senior also converted all six point-after-touchdown attempts and set the Generals? career scoring record with 228 points.

After a scoreless first quarter, Washington and Lee (3-1, 1-0 ODAC) broke through with three second-quarter touchdowns. Quarterback Nick Lombardo?s one-yard scoring run early in the second quarter capped a 16-play, 89-yard drive and opened the game?s scoring. Washington and Lee?s defense held Guilford to three plays and a punt, and Lombardo marched the Generals 62 yards in eight plays on the ensuing possession. A four-yard Sasha Vandalov touchdown run ended the drive and opened a 14-0 Generals? lead.

Heinsohn scored his first touchdown of the game 3:43 before halftime on a 13-yard run and then scored on another 13-yard run early in the third quarter for a 28-0 Washington and Lee advantage. The Generals? Russell Stewart (Elkin, N.C./Elkin) intercepted a tipped pass for the game?s lone turnover, which set up Heinsohn?s final score, a one-yard plunge with 36 seconds left in the third quarter.

Guilford (1-3, 0-1 ODAC) scored all of its points in the fourth quarter. Josh Williams (Durham, N.C./Jordan) capped a 13-play, 64-yard drive with a one-yard touchdown run with 10:12 left. Rookie quarterback Matt Pawlowski (Greensboro, N.C./Northwest Guilford) hit Lawrence Blake with a 29-yard touchdown with 4:44 remaining and Pawlowski?s backup, rookie Mitch Ferrick, closed out the scoring on a nine-yard touchdown pass to Austen Thompson (Greensboro, N.C./Southern Guilford) two seconds before the final horn.

Washington and Lee?s modified option offense rolled up 505 total yards, including 426 yards and six touchdowns on the ground. The Generals totaled 30 first downs and held the ball for nearly 36 minutes. Brett Murray picked up 104 rushing yards on 15 carries and Luke Terna added 70 rushing yards, 45 of which came on a fourth-quarter touchdown run on a fourth-and-two play.

Guilford?s Pawlowski completed 22-of-35 passes for 164 yards and a touchdown. Nick Mearite (High Point, N.C./Ragsdale (UNC Pembroke)) made seven receptions for 43 yards and Mike Williams (Mebane, N.C./Orange) led the Quakers? backs with 40 rushing yards on eight carries. Satiir Stevenson made a career-high 15 tackles from his safety position, nine solo. Hunter English (Greensboro, N.C./Western Guilford) added 13 stops and ODAC tackles leader Robert Smith (Winston-Salem, N.C./R.J. Reynolds) finished with 10, his fifth straight contest with at least 10 takedowns.

Guilford visits ODAC newcomer Shenandoah University next Saturday (10/6) in the first football meeting between the two schools.
